Several downplayed the significance of forum shopping and questioned whether a national rule dictating how cases are assigned would run counter to a statute that could be read to give chief district court judges the main authority to divide up cases among judges.
But U.S. District Judge Robin Rosenberg, the panel's chair, said it was a "highly important" issue that the committee needed to at least study given that "people outside the judiciary are watching to see what, if anything, we do."
